An MVR is a US state driving record. A driving abstract is the Canadian provincial or territorial equivalent. Both report licence status, suspensions, and convictions. US carriers pull MVRs under Part 391 practices; Canadian carriers pull abstracts under provincial NSC programs. Cross-border drivers often need both on different schedules.
What each report answers
Is the licence valid for the class of vehicle? Are there suspensions or prohibitions? What convictions appear in the lookback window? For CDL holders in the US, medical certification status may also surface through CDLIS-related processes separate from a single-state MVR.
Pull timing that fleets actually use
At application/hire, then annually for most drivers, and after serious incidents or patterns of tickets. High-risk or new drivers may be monthly or quarterly under carrier policy. Write the cadence down — auditors ask for the policy, then sample whether you followed it.
Cross-border trap
A clean Ontario abstract does not replace a Michigan MVR requirement for US-side qualification. Likewise, a Pennsylvania MVR does not satisfy a Canadian auditor who wants a provincial abstract on the home file. Label documents clearly so the wrong record is not used as evidence for the wrong jurisdiction.
Lookback is not one number
Canadian abstracts are issued with a lookback the requester chooses or the province defines, commonly three years or five years, certified or uncertified. A US MVR follows that state’s rules. Can drivers supply their own abstract or MVR?
Some jurisdictions allow driver-furnished abstracts; many carriers still pull directly from the issuing authority or an approved consumer-reporting channel so the document cannot be selectively edited. Follow the rules that apply to your authority and your written program.
