Prepare by sampling active drivers against a Part 391 checklist, fixing gaps before the auditor arrives, standardizing packet order, and verifying retention and privacy controls for drug-and-alcohol records. Dry-run a request for five random drivers and time how long a complete packet takes to produce. If it takes hours, the system will not survive a real audit window.

Two weeks out

Export a roster of active drivers. Spot-check 20% of files (100% if you are under 25 drivers). Fix missing applications, stale MVRs, medicals inside 30 days of expiry, and annual reviews. Confirm Clearinghouse query dates for every CDL driver.

Packet order auditors like

Identity and licence → medical → application → previous employer inquiries → road test → MVR → annual review/violation list → certificates → program pointers. Consistent order makes sampling faster and signals control.

During the audit

Assign one host who retrieves files. Do not improvise new documents in front of the auditor without labeling them as late-created. Take notes on every request so you can harden the program afterward.

Findings that repeat (fix these first)

Expired medicals still dispatched. Annual MVR with no review note. Previous-employer inquiry sent once with no follow-up. Clearinghouse consent on paper and no query date. Application missing 391.21 history elements. If those five are clean on a 20% sample, you are in better shape than most small fleets that wait for the notice.

Should I create missing annual reviews the night before?

Backdated compliance theatre is a worse finding than a documented gap with a corrective action. Complete late reviews with accurate dates and a written fix so the same miss cannot recur.
